Charter of Human Rights in Victoria

Online education program

We can be proud that Victoria has taken a leadership role in protecting and promoting human rights. Everyone working for a public authority has a part to play in embedding a human rights culture into our everyday work to ensure better outcomes for Victorian communities.

If you are a VPS or local government staff member, you have obligations under the Charter of Human Rights and Responsibilities. Human Rights are also a VPS value and component of a best practice Council Staff Code of Conduct, and there is an expectation that you understand the Charter as part of your role.

The Commission's new online education program, part of our broader Charter Education Program, will introduce you to the Charter and your obligations, and develop your awareness of the benefits of embedding a culture of human rights in your work.

Introducing the Charter

Why do human rights matter? This module helps explain the role of the Charter as a Victorian law, the obligations on different parts of government, and what the Charter means for Victoria.

Rights and obligations under the Charter

This module explains the different human rights set out in the Charter, their scope, the obligations on public authorities and the role the Commission plays in protecting and promoting human rights in Victoria.

Embedding a human rights culture in Victoria

This module will help you to understand the benefits of human rights culture and what is required to build a human rights culture in public service organisations.

Complaints and remedies

This module provides an understanding of how the Charter protects human rights, as well as the complaints processes and remedies available where there is a breach of the Charter.

The legislative process

This module helps explain Charter requirements in the legislative process, the roles of the Human Rights Unit to assist compliance and the role of the Attorney-General.

Courts and tribunals

A look at how how courts and tribunals determine cases and interpret laws, as well as their obligations under the Charter to directly apply human rights.
